What Are Rural EB-5 Projects?

Rural projects are an integral part of the EB-5 program, offering unique advantages for investors and communities. Defined as areas outside Metropolitan Statistical Areas (MSAs) or cities with populations under 20,000, rural TEA projects are designed to promote economic development in less populated regions.

How Do Rural TEA Projects Work?

Investors contribute $800,000 to a qualifying rural project, such as commercial real estate, hospitality, or other development. These projects are carefully vetted to ensure they meet job creation and compliance standards, providing a likely path to green card approval.

Industries in Demand for Rural TEA EB-5 Projects

  • Market and Affordable Housing: Investments in housing in strategic rural areas that show high demand/growth opportunities.

  • Agriculture and Agri-Tech: Investments in farming, food production, and Agri-Tech leverage rural resources and create jobs.

  • Renewable Energy and Infrastructure: Rural areas host large-scale solar, wind, and broadband projects aligned with clean energy goals.

  • Hospitality and Tourism: Scenic locations support resorts, eco-lodges, and tourism-focused developments.

  • Manufacturing and Warehousing: Low costs make rural regions ideal for distribution centers, factories, and logistics hubs.

  • Healthcare and Senior Living: Demand for rural healthcare and senior care facilities creates investment opportunities.

Why Rural?

Lower Investment Threshold

$800,000 investment compared to $1,050,000 for non-TEA projects.

Set-Asides

Rural EB-5 set-asides, introduced by the EB-5 Reform and Integrity Act of 2022, reserve 20% of the annual EB-5 visa pool exclusively for investments in Rural Targeted Employment Areas (TEAs). These set-asides make Rural EB-5 an ideal choice for investors by ensuring:

  • Exclusive Visa Allocation: Reduced competition and faster access to visas, especially for applicants from high-demand countries.

  • Priority Processing: Expedited review of petitions by USCIS for quicker approval.

Note: The total number of EB-5 visas available for FY 2025 is estimated to be around 10,650 visas.

To qualify, a project must be in an area with fewer than 20,000 residents, outside a Metropolitan Statistical Area (MSA), and not adjacent to larger towns or cities.

Investing in rural projects not only supports underserved communities but also provides a streamlined path to U.S. residency for the investors. Learn more at the USCIS EB-5 Program Page.

What is EB-5?

The EB-5 Immigrant Investor Program is a pathway for foreign nationals to obtain U.S. permanent residency (a green card) through qualifying investments that create jobs for American workers. Established in 1990, the EB-5 program offers investors and their families a fast-track option for immigration, provided they meet specific requirements.

Types of EB-5 Projects

    • High-Unemployment Area (HUA) TEA Projects: Located in urban areas with unemployment rates 150% above the national average.

    • Rural TEA Projects: Located in areas outside a metropolitan statistical area (MSA) or city with a population of 20,000 or more.
